So how did Buggy became an Emperor?
Buggy had some people who idolizes him make the flyers for Cross Guild. After Crocodile and Hawkeye agreed to allow him to join. However they put Buggy in the wrong position. Which the marines mistook as him being the leader. Ultimately pissing the two leaders off in the process. Yes they confronted on this despite it wasn't actually his action that caused it.
The two leaders realizes it was better long term to keep Buggy acting as the face of the organization. Virtually the guy getting all the heat while they can do other things under their radars. Also they helps getting more people to join Cross Guild as well. Hawkeye himself stated he doesn't want to become an Emperor.
At the same time, in secret both he and Crocodile are the real emperors sharing the position. Which is very brilliant when you think about it. A lot of people's guard will be down against Buggy. It would allow easier effort to taking out their enemies. As expected Buggy's bounty is in fact higher than Blackbeard. It's a little higher than Luffy but for a great reason.
The marines are terrified of Cross Guild. They are in full blown panic mode for a few great reasons. Buggy gets to pretend acting like the leader as long both real leaders see fit. This also means if someone else wanted Buggy dead, they likely going to allow it. Only if they could find someone else to help take away attention from them.
This also means if Kid defeats Buggy, he actually shouldn't become an Emperor. It actually means to truthfully become an Emperor here as challenging it would be. Kid has to defeat both Crocodile & Hawkeye. Considering Hawkeye's bounty is what you would expect from an Emperor, we know that's going to be very difficult to do.
Crocodile's devil fruit would be difficult for Kid to counter in many situations. Of course, this opens the doors to some truly crazy possibilities. There's a loop hole that Hawkeye and Crocodile could allow Cross Guild to be taken down as Buggy gets defeated for the marines to count as Kid becoming an Emperor. Which would mean Kid no longer has to deal with those two monsters.
By having Buggy as the face of Cross Guild. Also being allowed his own resources from a similar business, things will continue to change as the story goes on. The best part about the entire situation is Crocodile and Hawkeye won't even need to do much to protect their recent secret from the world. Buggy will continue getting the marines' attention to better other plans Cross Guild has in store.
Buggy is very lucky this mistake ended up happening. Why because it indirectly helps all three former warlords out. In Buggy's case, it allows some possibilities Cross Guild originally wouldn't have. In Hawkeye's case, he only fights if necessary otherwise he continues on with his business. In Crocodile's case because his dream is become the Pirate King, it would be a massive step in the right direction.
He also could pick an opportunity being one of two leaders in charge. to defeat Buggy publicly. So the marines have no choice but give him the position. When he felt like he's very close of finding the legendary treasure, which he very likely would do. Now there's going to be a lot of people leaving Cross Guild when that happens.
Crocodile likely will come prepare to fill in that gap. We all know Crocodile is a genius. He is getting notably better since he loss to Luffy a while back. Just knowing him & Hawkeye are there will scare a lot of people away, exactly what both leaders wants. This will be the most unusual set up for an Emperor crew imaginable, yes even more so than Shanks.
Luffy will eventually get more members for his main crew. His Grand Fleet added two more leaders into it. Luffy already has thousands awaiting for his orders when he needs them. So I felt in due time Luffy may face Cross Guild at one point in the near future. Crocodile will likely target him for a few key reasons.
Let's be honest, he isn't dumb enough to simply challenge Luffy to a fight. He already has a virtually guarantee Emperor he can defeat to claim that position when he's ready to make such a big move. Buggy kept getting in these surprising favorable positions with this being the craziest by far. Buggy still has to take orders from both leaders mostly from Crocodile.
Cross Guild is notably changing the world. I do felt this was the very change the world so deservedly needed. No one is safe anymore opening the door of insane opportunities some people may take. Both leaders having a very different mindset on how to operate the business in a way they agree with. Buggy should be glad they didn't kill him like they originally planned on doing.
