Keep in mind every list I'm presenting is entirely my opinion alone. I'm well aware not everyone going to like some of my lists. They sure done a lot of amazing things in a decade. Just imagine two decades if the game lasts that long. What possibly could get done within those years? I also wanna point out unrelated, Paramount bought Warner Brothers, I don't think Pennywise coming even further now.

Top 5 Most Surprising Licensed Killers to show up
5. Vecna from Dungeons & Dragons
He's one of a very few killers to not originally from a horror franchise. Their strategy for those into Stranger Things more familiar with that Vecna. They could introduce the original character that inspired the nickname. The franchise was making some huge moves around the time this chapter dropped. Indirectly this helped bring in Stranger Things Vecna.
4. Sadako Yamamura from Ringu
I'm more familiar with the first American counterpart movies of the franchise. Hell I realized for a long time, people were talking about The Ring like no tomorrow. Just when I thought people stopped talking about it. All of a sudden, Ringu chapter came to the game. It was a vastly different style horror from the previous horror franchises they went for.
3. Dracula from Castlevania
Up to a point I kept comparing Dracula to The Entity I'm dead serious. Both are insanely powerful beings that has an army. Often terrorizing while claiming souls in the process. They had some strong similarities it made sense to cross the two franchises together. I was still quite surprise by many things that came with the actual chapter though.
2. Pyramid Head from Silent Hill
Here's a particular licensed killer reveal I really didn't see coming. This was before Silent Hill had huge success it has today. Everyone knew this thing had to come to the game. No one expected for a particular anniversary chapter that turned out to be the case. At the time, no one had Silent Hill that high up in their radars for this!!!
1. Ken Kaneki from Tokyo Ghoul
This could possibly end up staying as the most surprising licensed killer to ever came to the game. Ken Kaneki in the main Tokyo Ghoul universe was the main protagonist. Who ultimately brought humans and ghouls together in peace. Despite several leaks with the franchise's name. I didn't actually considered they do a rather interesting what if universe version as a possible killer in the game!!!
Further explaining my reasons down below...
To clarify how each one is such a surprise to me. Dungeons & Dragons is more fantasy than anything else. There isn't much actual horror aspects. In fact, I didn't even had the franchise on my radar for many franchises to show up. Ringu was still popular enough to show up. Castlevania was such a huge deal.
Dracula commands a huge variety of beings against the Belmont clan and their allies for centuries. We all knew when they confirmed Castlevania chapter happening. Dracula was instantly the killer we all knew coming to the game. What actually made this a huge surprise was a few things. They went a lot bigger than I could've possibly imagined!!!
A lot of legacy skins with every map having Dracula's castle outside. You could see the passion they had for Castlevania series. Pyramid Head we may expected to be among the top choices for a killer from the franchise. The actual reveal itself is why he's gotten so high on that list. It was so unexpected at the time they would go for Silent Hill.
Personally I always disliked the map itself. But loved Cheryl Mason was the survivor. The reveal trailer is done perfectly!!! Ken Kaneki is widely known as a main protagonist in Tokyo Ghoul franchise. No one expected such a curve ball to get thrown!!! They created a what if version that permanently loss his humanity.
In a way it made sense to go this route because if they were to go for the main canon version. He couldn't use his Kagune aka tentacles during matches against killers. It just wouldn't properly present Tokyo Ghoul well. Exactly why going this rather unexpected route was essentially the way to go. Kaneki has a flesh eating ghoul is incredibly scary!!!
Conclusion
