King Piccolo
The good news is the original Dragon Ball was right before planet level. But some statement heavily implied King Piccolo was considered to possibly be at that level. Master Roshi disguised as Jackie Chun get the joke? During his final match at the World Martial Arts Tournament blew up the moon. Indirectly, King Piccolo's reincarnation later easily blew up the moon.
Officially Sukuna is much older than King Piccolo. But a large amount of his existence was hidden inside cursed objects being twenty fingers!!! Considering King Piccolo was alive a few hundred years without anything additional. I still haven't mentioned a wish he made that actually carried over to his reincarnation.
King Piccolo wished for eternal youth that restored his former strength notably boosted his power up. Going back to the moon, Sukuna easily destroyed buildings. He never destroyed anything off the planet before. Domain Expansions has clear flaws. Such as if someone too powerful could easily destroy em. King Piccolo could prevent getting trapped inside if he figures it out.
King Piccolo could still avoid slashes that Sukuna sending him. Even considering the instant hit rule most Domain Expansions have. King Piccolo is notably faster to easily stay on top of them. Even if he takes cuts, he can regenerate. In fact, he could rip one of his arms off. Then quickly regenerate a new one as long he has Ki left.
Also following an Domain Expansion, the user is in a weaken state. King Piccolo has more destructive attacks in comparison. You also could argue Kid Goku was stronger than JJK Yuji. Even considering JJK: Modulo, Kid Goku still stronger. Sukuna also uses techniques from a few people he possessed. He didn't improve on Yuji's unique ability to target a person's soul directly.
Which would've helped him a lot against his opponent. After all, most Dragon Ball characters use Ki. Energy in all things as well as themselves. From Megumi, Sukuna can summon Mahoraga. Mahoraga loss to Sukuna while held it's own against Dabura. Who was considered to be as strong as Sukuna himself. This summon famous for adapting to people's techniques including Gojo's Limitless.
Unfortunately I don't think Mahoraga could survive long enough to help against King Piccolo. Sukuna can't effectively use Hollow Wicker Basket because King Piccolo isn't an jujutsu sorcerer. Therefore, he lacks the very ability it was designed for. Directly countering the guarantee hit rule of Domain Expansions.
If that wasn't bad enough, Sukuna lacks the raw power to actually harm King Piccolo. Which means even his strongest attacks aren't is child's play to him. King Piccolo also can stretch his arms to a degree. Sukuna is more likely going to mess around. King Piccolo is more likely going to quickly take him out due to boredom or feeling this was a huge waste of time.
There's no question the gap in raw power. Sukuna is multi city level impressive. Yet King Piccolo defeated a man who previously blew up the moon. This raw power is beyond anything JJK manga series ever shown!!! I also should point out Roshi has a few centuries worth of experience. Which means he could easily hold his own against revived cursed sorcerers of Sukuna's universe.
Sukuna also uses fire attacks but King Piccolo can easily avoid or counter them. King Piccolo can more easily move in the air making his speed advantage more critical than expected. I still haven't said the elephant in the room yet. King Piccolo is actually half the former guardian of Earth, Kami. Also being an alien revealed in Dragon Ball Z means he's smarter.
Not necessary to mention, Kami later merged back with Piccolo to help boost his power. By this point, Piccolo was among the heroes keeping the world safe. Sukuna changed in the afterlife coughs bad writing!!! King Piccolo using Ki is the biggest advantage in this fight. Yuji landed a lot of black flashes that directly weaken Sukuna's spiritual connection to Megumi.
This is important because Ki attacks also directly target opponents spiritually. Outside regular punching & kicking, majority of King Piccolo's moves are Ki based. Considering King Piccolo nearly planet level means he should either force the two to split in record time like the Fusion Dance technique. The more likely possibility is vaporizing them with one of his weaker but destructive attacks.
Explosive Demon Wave destroyed a city. The same attack was stated to possibly destroy a notable amount of the planet. Again the difference in raw power can't be ignored. It's impressive to defeat a man who blew up the moon. But also has a powerful attack to damage a notable part of Earth. Again such scaling does not exist in anything Jujutsu Kaisen.
Just now I upped from blowing up the moon to possibly endanger Earth. Planet level is a huge gap from moon level within raw power scaling. Keep in mind, later Dragon Ball stuff is universal. Sukuna is lucky we're keeping things at the oldest Dragon Ball series. Sukuna has four arms in his full power. It's not quite an transformation since that required most of his fingers.
The author never properly explained how Sukuna reached full power without his twentieth finger. Yes this actually happened making no sense within the story. I have looked at both sides of that. The version of the character most people knows to the full power version late into the story. To be brutally honest, King Piccolo lacking an transformation saves time as well as energy.
Obviously not at full power, Sukuna easily loses. Even at full power not even close to King Piccolo. Also quite obvious is regeneration. Yes Sukuna could regain cursed energy during a fight. Assuming King Piccolo gave him the opportunity. It's also true, Sukuna lost parts of himself during the final battle. King Piccolo easily have the ability to instant grow new limbs is game changing.
The regeneration speed is notably faster in comparison. Which means even if Sukuna had the opportunity. For many reasons I previously stated prevents Sukuna doing anything major to change things. King Piccolo also has telepathy among his moves. It's not clear if he would use it against Sukuna though.
Let's be honest, this being a very obvious stomp likely won't need to either. I know some people thinks Sukuna could beat anyone. Well he's lucky to land a blow at all. King Piccolo was only in one arc compared to Sukuna who was the main antagonist of Jujutsu Kaisen. I'm not considering anything from King Piccolo's reincarnation who really over kill Sukuna badly!!!
This Piccolo later gained a form I wish I was joking about it's name, Orange Piccolo!!! Orange Piccolo was comparable to Super Saiyan Blue form in raw power. Again universal level power scaling not even close!!! King Piccolo also has telekinesis that could help if somehow Sukuna. Ended up being physically stronger, I don't think so!!!
In all honestly, Sukuna is simply outmatched. His best defenses are just going to waste right afterwards. Sukuna barely has anything big enough to matter. King Piccolo can more easily destroy a city up to parts of the Earth!!! Sukuna can't even do anything to prologue the inevitable. King Piccolo could realistically beat Sukuna in a single attack if he wants to.
Which is a rather difficult pill for some Jujutsu Kaisen fans to swallow. I'm well aware a lot of characters attempted to take down Sukuna. Ultimately it ended up being Yuji his spiritual nephew a weird family relation. Sukuna simply lacks proper counters to soul targeting attacks. In all honestly, King Piccolo has too much over him.

Very quick I wanted to say a lot of Sukuna's requests are laughable at best.
