Kazuya Mishima
We all can agree Wesker is smarter. Despite his big plan in Resident Evil 5 being a huge disappointment. Both used to be humans that gave up their humanity for power. Kazuya inherited devil genes from his mother confirmed in Tekken 7. Wesker had a close coworker make a variation of the T-Virus. But he had to die in order to activate the virus.
Kazuya's devil powers gotten split with his son Jin. Even considering that, he's still among the most powerful beings. He held his own against Street Fighter's Akuma which is canon to the story of Tekken 7. Wesker's mutation isn't stable confirmed in Resident Evil 5. He needs to take shots or he'll die. Of course, he can overdose on those shots putting him at a disadvantage.
The simple logic is it took two humans to defeat Wesker while Jin had to really push himself to win. His son ended up getting a newer, angel form in Tekken 8 during their final battle. This is where power scaling comes into play. Despite viral outbreaks, Resident Evil universe is more realistic. If you seen the usual Tekken roster you notice things.
It's not just that though devils can fire powerful beams. I actually can compare any of their beams to satellites destroying Terragrigia. Kazuya himself survived an satellite beam attack while facing Akuma. It's important to note how satellites were used was differently.
In Resident Evil: Revelations, satellites were used like giant magnifying glasses melting a city. In Kazuya's case, it actually was a powerful laser beam targeted him. In Resident Evil's case, it took some time to destroy that city. Especially earlier in the same timeline. Raccoon City gotten nuked.
Which was notably faster destruction of a city. Now we haven't seen a devil destroy a city. Although in a particular ending despite a few endings being canon. Some select few within non canon endings like devil genes' potential still is canon. It states devil genes has limitless potential. In summary, Kazuya pushing himself can increase his powers like Marvel's Hulk in a sense.
Suddenly Kazuya having half that devil power doesn't matter anymore. In theory, this means in time devils can do more than destroy cities if left unchecked. For a short period, Kazuya beaten his father Heihachi he became the leader of Mishima Zaibatsu. He also was the leader of G Corporation it's main rival as well.
Kazuya had superior leadership experience. Wesker manipulated Excella who was the leader of Tricell in Africa. Wesker also had history with the Umbrella Corporation. He even worked as an operative for a mysterious organization. Ultimately, Wesker was in all of those for himself. The same mysterious organization kept a close eye on his moves.
If Kazuya defeated his son, he can take back his other devil half of his powers to become more powerful. This was showcased in a non canon ending confirming the possibility. Let's be honest, he wouldn't even need to push himself to win. Wesker defeated two tyrants by himself which was impressive.
Kazuya defeated his father Heihachi in Tekken 7 going all out. This might be difficult to believe, he still could keep going since he started facing Akuma again. In a prolong encounter, Wesker going to be at a huge disadvantage. It's true Wesker does have some martial arts training.
Kazuya was trained in the brutal fighting style of his family. It took two rockets to finish off Wesker in Resident Evil 5. It's safe to say if Kazuya lands a fatal beam shot it's over. His beams are notably higher levels of TNT. Indirectly what plays into that argument is his father.
In the intro of Tekken 5, a lot of Jack-4 fighting Heihachi, Jin and Kazuya. No surprise to anyone Kazuya betrayed Heihachi throwing him into a group of Jack-4s. One of them starts self destruct exploded point blank sent Heihachi flying a notable long distance. He was fine like nothing happened.
Keep in mind, all of them possibly had tombs implanted inside. Even if it was just one of their bombs that went off. It was obviously a higher levels of TNT than two rockets that killed Wesker. If you seen the final battle of Tekken 8 it speaks for itself. Wesker wouldn't be handle a fraction of Kazuya's full power.
It was quite rare in Resident Evil universe for infected to maintain full control over whatever they're infected with. One of those examples being Alexia Ashford with the T-Veronica virus. Kazuya actually tricked the devil genes into giving him full control. Guns aren't going to do much to Kazuya who can easily dodge rifles at point blank range.
We also got to talk about speed. Those not familiar with Kazuya likely side with Wesker for this category. But as fast he is just doesn't come close to Kazuya's movement or flight speed. Yes there's a huge difference, movement speed is on the ground while flight speed is flying in the air!!! Kazuya can easily keep up with most of Jin's power as shown in Tekken 8.
Who has similar stats to him before gaining his angel form. Wesker does have regeneration to a degree. Again it's not going to help much against a powerful being like Kazuya. Wesker was dizzy after Chris dropped several steel bents on him. Obviously Kazuya's fists are notably a lot more force. Wesker has no real way to avoid multiple beams fired at him.
If that wasn't bad enough, Wesker won't be able to manipulate or trick Kazuya. It might not look like it at first but Kazuya is quite smart himself. Previously ran two of the biggest organizations in the world!!! Devil genes wouldn't be affected by Wesker's Uroboros Virus either. Which was designed with several viral agents combined making a rather deadly virus.
Wesker also wouldn't be able to take any of Kazuya's DNA to gain his powers. There's several factors in that with many reasons I already explained. Devil genes having limitless potential isn't something Wesker going to properly understand. Devil genes for the most part been a family gene trait in Tekken universe.
What's critical to bring up is Wesker's son Jake. Inherited his unique resistance to diseases. One of Wesker's biggest enemies, Jill Valentine was treated with an experimental cure for the T-Virus. A similar situation with Sherrie Birkin and later on Rebecca Chambers as well. The concept of becoming resistance or immune to particular viruses/parasites exists in Resident Evil universe.
This is important because devil genes also were inherited in a family. Devil genes virtually countered any diseases to those with the genes. Effectively countering Wesker's Uroboros Virus without Kazuya doing anything. Not only that, the mystic nature of devil genes would be unusual even for Wesker to examine.
Kazuya's son Jin defeated the actual source of devil genes, Azazel in Tekken 6. Jin also defeated another ancient, powerful being named Ogre. Some members of the Mishima you don't wanna mess with. At the moment, we can only scale Wesker to Zeno whose a clone of him in Resident Evil: Requiem. Unfortunately that scaling doesn't help Wesker here.
Wesker has no solid way to harm Kazuya. Assuming he could get lucky to land a blow. For once, he's going to be on the bad enough of a punch throwing him off. Wesker is more likely going to try to escape. Kazuya's style is take out threats going to quickly force Wesker to fight. Considering his superior stats going to out strategize Wesker at a much faster rate.
Wesker going to reach his limits much faster. Kazuya can easily exploit his shots weakness, yes he would do it. Kazuya is simply an over kill even for someone like Wesker. The fact Wesker can't even handle his default devil form is sad. His virus is automatically countered by the devil genes. Ultimately, Wesker would be lucky to stay in the fight longer than a few fights.
Especially considering Kazuya can fly gives him two variations of a speed advantage. Yes Wesker can constantly jump as well as make long distance jumps to a degree. It simply doesn't matter, Kazuya using either speed advantage is too fast!!! Strength wise isn't even close at all!!! Raw power wise, Kazuya has powerful beams that can destroy Wesker while he lacks a method altogether.
Which is a critical disadvantage in this fight. Wesker may be smarter but Kazuya isn't far behind. Kazuya being more of an actual fighter in comparison means he can truly go the distance in combat. Wesker relies heavily on his powers to quickly achieve his goals. Which he can't do against Kazuya whose stomping him hard in stats!!!
Kazuya doesn't need to rely on his powers to achieve some of his goals. It's a similar situation to Dr. Robotnik vs Bowser. Like Dr. Robotnik, he relies too much on something to achieve his goals. But like Bowser, Kazuya has other things going for him to achieve the same goals. Not trying to say Wesker is a one trick pony either.
Kazuya is slightly older than Wesker the smallest advantage Kazuya has in this fight. To be honest, Wesker's biggest advantages are all easily countered by Kazuya. But in vice versa, Wesker going to struggle hard with no solid way to even harm or slow him down. Wesker about to know what a training dummy feels like after a day of training.
For once, Wesker going to be the punching bag. Kazuya's skills as well as stats makes most weapons Wesker could use virtually useless. Kazuya has exactly what he needs to win this fight. Wesker can't even get far in hand to hand combat. He would be lucky Kazuya agreed to stay in his human form. Then again both has a notable history to not be trusted.

Somehow this matchup better than the new Resident Evil movie trailer.
