Verdict
Lucius Zogratis
I got to make some major things clear before I start breaking this down. Both has a shared time manipulation trait that makes em ridiculously faster than everyone else. They also fought against characters faster than light to a degree. They also are essentially Aizen style strategists within their respective franchises.
Pucci actually predates Aizen by a few years. Both had a rather ambitious goal of essentially becoming Gods. Also made stuff personal with the protagonists before meeting em. At one point defeated em as well as a rather interesting connection to devils. Pucci was an ally to DIO whose pure evil let's be honest. Zogratis is possessed by Astraoth.
Whose among the most powerful devils in existence!!! Most devils are country level of power. Which is beyond anything shown from the first six parts of JoJo's Bizarre Adventure. Both stolen traits of several characters to alter themselves into these insanely broken characters. They even directly target someone who didn't belong within their overall goals being boys, Asta and Emporio respectively.
Both put a lot of years into these respective, ridiculous goals. I do think there's a very clear winner though. Zogratis has six types of magic. Four of which directly target particular traits of whoever it's used on. Considering how Pucci gotten defeated. Which involved 100% oxygen it's safe to say he's vulnerable to these.
Soul, Blood, Body and Bone magic just four out of his ridiculous six magic combo deal. He also has Gravity magic that manipulates gravity to a degree. Gravity doesn't mess well with speed especially during falling from great heights. I'm not a speed expert but sped up time while falling is virtually instant death.
It also doesn't help Zogratis can fly as well. Pucci is forced to get in close by default. Which you really don't wanna do with this guy. Zogratis' Time magic is actually truly broken in comparison. Mostly Pucci greatly speeds up time as well as his speed to ridiculous levels. Now that's simply child's play to his opponent's variation of time manipulation.
Not only Lucius can speed up time. He also can time stop as well as see visions of multiple timelines. Notably preventing Pucci having anything solid against em. He also could prevent Pucci's time manipulation effects on him through barriers. Pucci did defeat Jotaro who can time stop to a degree. However Pucci isn't familiar how Lucius does the same thing.
Jotaro isn't as skilled with time stops as Lucious with Time magic. Lucius also possessing the body of the current Wizard King!!! Clover Kingdom's strongest magic user!!! Now his usage of Time manipulation was legendary. Lucius quickly adapted to his Time magic. Honestly time stops to almost full manipulation of time itself it's no contest which is scarier.
We still haven't fully gotten to the elephant in the room either. Pucci could swap either one of his magic types or mind out through Stand discs. After all magic and Stands are spiritually connected to the user. Obviously Pucci won't understand magic types by default. Even if he were to take one of those magic types away or his mind through a disc.
Astaroth simply takes control over Lucius' body if Lucius' mind taken away. Lucius won't be effected much losing one of those magic types either. The actual stats difference is very difficult to ignore. Even without Time magic, Lucius likely be fast enough to fight Pucci on equal ground. It's essentially an two on one fight with the devil not even required to fight at all.
Neither of them going to take chances. They would go straight for the kill. Pucci won't be able to escape the inevitable for long. Most humans and elves struggle against one devil within Black Clover. Speed is obviously the closest in stats they get. Everything else is very one sided in favor of Zogratis. Soul magic also directly counters Pucci's default Stand ability of swapping traits including minds through discs.
Then again so does majority of his magic types as well in many ways. It's debatable how much damage if any Pucci could pull off. Lucius simply fix himself regardless makes him rather difficult to finish off for good. Zogratis is a few years older as well. Although magic can easily break such factors. Obviously even if Pucci were older it wouldn't matter anyway.
Of course some wanna know if either Lucius or Astaroth harm Pucci's Stand or not. Made in Heaven, the final variation of his Stand was truly terrifying with the JoJo canon. There's a famous Stand rule that states, "Only Stands can harm other Stands." Essentially this bags the question what exactly is Stands? Most of them are spiritual companion souls to the user.
When most Stands are harm, injuries as well as some situations like diseases or pressure. All of that simply carries over to the user. Now in Black Clover, we got not only magic but also devils. Both are essentially spiritual at their cores. Which means either of those can harm possibly kill and Stand. I also need to pull another critical factor out.
Like his siblings, Lucius also does this power percentage system. Which does play into stuff he's borrowing from a devil. He found a way to alter his devil form being what he considers to be holy or an angel. Let's be more direct than he believes he is a GOD!!! Pucci would be lucky to get him fighting seriously.
It's also fair to say Zogratis played a much riskier game as well. His plans directly effected a few countries while Pucci wasn't near that in scale. Ideally yeah he planned to rule everything. He just isn't set up like his opponent at all. Keep in mind, Pucci had information on the Joestars as well. Ultimately he does end the Joestars in the original JoJo universe.
I will give him that despite how one sided everything else is. I even felt Noelle Silva vs Ochaco Uraka is slightly more fair than this!!! Yes that's also a stomp in favor of Black Clover. But Ochaco could land some decent blows. Pucci would be even lucky to do that lol. He has no solid way to get around so many crazy stuff Lucius could do.
Virtually every major thing he could do is easily countered by Lucius. He could easily without seeing other timelines. In virtually every possible way Pucci is out matched. He would be lucky to get him to bleed which would be temporary. If he can't push the host beyond their limits. What chances does Pucci have against the devil inside of Lucius?
It's very clear cut Pucci constantly running as well as jumping. Easily countered by so many ways already stated. Lucius is possibly much faster than Pucci. Which might be mind blowing to some anime fans. Durability is really obvious since country level characters can harm Lucius. Pucci just isn't on that level of raw power.
In fact, he couldn't even handle a proper fight with his brother's Stand. If he loss to an Stand manipulating weather. There's virtually no way he could survive a much more ridiculous being. Even scaling that Stand to Lucius it's not even close. The same part also had Bohemian Rhapsody, an Stand that broken the barrier with fictional characters.
This particular Stand power effected the entire world despite the user not controlling it. This is among the most ridiculous Stands in that section of the story. Scaling Pucci to that which would be rather generous. Guess what even that Stand pales in comparison to Lucius as well. Sure people quickly jump that Stand power being greater than Lucius being reduced to country level.
Country level itself still a huge amount of the world. He isn't that far behind either. Also Lucius or the devil easily figure out it's major flaw that led to it's defeat. Just in case some JoJo fans wanna bring that Stand into this argument. Not to mention, his unique magic set up prevents a lot of those possibilities directly happening to him or the devil.
Now all of that is done I only have one last major point to make. Even if Pucci were to remove a disc regardless what's being taken. There's nothing directly preventing Lucius or the devil taking it back. Exactly what led to his demise in the first place!!! I think I said enough Lucius Zogratis is hands down the true victor of this fight.
